The Study On The Theory And Policy Of Private Economy Of Communist Party Of China Since 1949

Private economy is a means of production which is privately owned, and there is employment of labor relations. It is amide at maximizing the profits. After the reform and opening up, the private economy was born to adapt to the needs of our productive forces. It has been playing a more and more important role in every aspect of our economical and social lives, thus becoming an important part of the socialist market economy.However, how to correctly understand and deal with the private economy has long been a puzzling problem for the Chinese Communist Party in history. After the founding of new China, the private economic policy of our party experienced twists and turns from use, limiting and modifying to rejecting, banning and to accepting and developing it. With the guidance of dialectical materialism and historical materialism, this paper examines and analyzes the changes of the theory and policy of private economy after the founding of the Party. It also learns from the history and is of great practical significance for us to deeply grasp of the laws of socialist construction and development and draw up private economy policies to promote its development. This paper includes four parts:The first part: Introduction of the topic. It describes the meaning and background of the topic, the present situation of the domestic research and its methods.The second part of the paper comprehensively and systematically writes the history of the changes of the theory and policy of the private economy, including three parts. The first part; during the economic recovery period, the party adopted a policy of use and limitation based on positively accepting and made two adjustments to the policy, creating a golden age of development for the private capitalist economy. The second part: from the transition period when the general line was proposed in1953 to 1956, the party adopted a policy of socialist transformation to private capitalist economy. The party carried out socialist transformation using the form of state capitalism pushing private capitalist economy out of the stage of the history. Third, the party has made the objective assessment to the transformation of private capitalist economy.The third part overview the theory of economic policy of the private adopted by the Party from 1978 when the Third Plenary Session was held to the present; that is the policies of encouraging, supporting and guiding. Private and other non-public ownership economy eventually changes from drifting away from the system to embedded in the system, becoming an important component of the socialist market economy. The Party's historic breakthrough in the private economic theory and policy creates a unprecedented period for the development of private economy. Part four analyses the challenges and the measures to be taken to promote a faster and better development of private economy at the present. It analyses and describes the development of the private"self-organizing"civil associations.
