The Research On The Government Policies Of Environmental Industry Development In Hunan Province

This paper begins with a synthetic analysis of the definition of the development theory of environmental protection industry as well as the experimental practice in China. It is found that environmental protection industry is commonly defined in either broad or narrow sense and can be categorized as sustainable development theory, public goods theory, externality theory, government regulation theory and industrial development theory.The second part is analysis of the development status of environmental protection industry in Hunan Province. It is found that though great success have been achieved, there are some non-ignorable problems in environmental protection industry in Hunan, including tiny scale, structure imbalance, inappropriate layout and weak competitiveness. The main reasons for all these problems as followed: with a late start, the environmental protection industry is equipped with neither optimized regulation of environmental protection and technological standard nor proper industry planning and government’s enough macro-control.The third part expounds on experience and inspiration of government policies on the development of environmental industry in other provinces and countries. It is assumed that those local governments invest more in environmental industry and attach importance to the regulation and standard of environmental industry as well as policies to support the regional environmental industry. Foreign government experience in the development of the environmental protection industry are constantly expanding market for green products, environmental protection enterprise tend to large and professional, the relationship increasingly close between environmental protection industry and government and so on.The final part focuses on the concept of developing the environmental industry in Hunan. It is found that efforts can be made in the following aspects: establishing the scientific concept of environmental protection, sound environmental industry regulations and technical standards, improving development policy and regulatory mechanisms of environmental protection industry as well as scientific layout of environmental protection industry, enhancing environmental protection enterprises and technological innovation and fostering environment-friendly production and life styles etc.
