At present , Our country is on the key period of establishing socialistic new rural areas. the people have solved the basic problem of food and clothing, they’re working their way toward a well-to-do life. However, loans of counties and villages has become another problem left over by history after the agricultural taxation, which causes the masses, the society as well as the interests of farmers. On that account, studying the cause of the village’s debts and finding out the effective solutions will promot social stability and economic development in rural areas. This study takes the Xinyang village in Liling, Hunan Province as an example. By data collection, sample survy, interview, consulting experts, taking public products theory and agricultural sustainable theory as guiding theories, this thesis carries out research and sgstematic analysis of present situation, characteristics, cause of formation of village’s debts, It also puts forward pratical and operational measures and recommendations.The main direct causes of formation for village-level debt are: First, the supply and demand mechanisms of village-level are inadequate and there are no real autonomy of the village committees; Second, village-level organizations and financial power of villages are asymmetry, and farmers have formed debts for going beyond their own bearing capacity; Third , the land ownership is virtual which have formed the“common property”; Fourth, regardless of the politics and enterprises, which transfer the burden ,The last is mistaken decision which lends to corruption.There are many ways to resolve the problems of village debts in Xinyang Village ,Liling, Hunan Province: First, Try efforts to strengthen democracy . First, the public goods supply and demand of village-level are decided by the internal villages, so that the needs of the majority of the villagers to be true and put the debts an end due to the non-rational decision-making and demand caused by the vicious expansion. Second, setting enterprise and social organization apart from government to make sure the farmers committee is the really farm self-governing organization, and cut off the improper way of village-level debts from institution. Third, increasing the supervision of people ,money and things ,and reform of the personnel system.Fourth, Cut down their expenditures to repay the debts, through compress the number of village cadres reasonably, control office expenses, compress non-productive expenditure and optimize collective capital expenditures of village-level to carry out savings and repay the debts. Fifth, for units and individuals who have the ability to pay, through increased the efforts of paying up to recove the claims.
