Salary administration is an important module in enterprise human resources management system. It is a key element for an enterprise to fulfill its strategic goal and promote its competitive power that establishing a reasonable and strategy-matched salary administration system in the fierce competition. The enterprise salary administration is related to the human resource cost control, employee satisfaction, the comprehensive competitiveness and many other key problems of an enterprise. To external side, a good salary administration is important to the market position of the enterprise and also it has impacts on whether the enterprise could attract qualified personnel or not; to internal side, it also functions as a good way to stabilize working team, encourage outstanding employees and strengthen management. The establishment of an incentive payment management system reflects an effective management of the human resource, and salary plays an important role on attracting, retaining and motivating staff. The study of enterprise salary administration problem is based on the salary system of competitive strategy theory, in order to maximize human capital utilization rate and realize its better performance, human resource should be under flow and have reasonable configuration. This paper describes the salary administration problems of electric power enterprise after the reformation of state-owned enterprises, and based on an full analysis of the current condition of market economy, it proposes how to establish a competitive strategy-based salary administration system, and to explore an effective salary system as well, which brings great significance to enterprises especially to state-owned enterprises.
