Project management has been paid more and more attentions as a subject，a specialized field and a profession in China. Project post evaluation，a vital partof project management，is applied widely. Although there is a little developmentin China，Project post evaluation is still on its underway stage. At present，thestudy on project post evaluation in China is deficient. Project post evaluation isnot only the extension of project management，but also an important means andmethods to improve the level of project management and to support enterprisemanagement activities. For telecommunication operators， the capitalexpenditure is vital，because the success of the investment project can directlyaffect the competitiveness of telecom operators，especially in this mobile internetera.This article focus on the study of the theory of communication enterprisesproject evaluation described the theory，methods，principles，indicators andprocesses of the project post evaluation of communication enterprisesystematically，after review and summarizes the post project evaluation at homeand abroad. At the same time，we analysis the project of IP users’ behavior ofJiangsu Telecom，and did an empirical research on it. Firstly，we analyze thebackground and object of this project. Secondly，we establish a suitable indicatorsystem after evaluation，according to the characteristics of the support system.We also analyzed some key issues encountered in the actual process，andmade a demonstration of the whole process of perfect evaluation to supportproject system. Then，we did a post-evaluation of the IP users’ behavior ofJiangsu Telecom from the aspect of the project implementation process，environmental and social effects and benefits of the project. Finally，by analyzingthe results of the project，we conclude that this project has a great potential fordevelopment and has a higher income advantages. And also summarizes theconclusions of the project evaluation and the main lessons learned from it.Overall，the project is relatively in reasonable investment decision-making，andbasically achieved success.
