Establishing Evaluation System Of The ESCo’s Core Competitiveness Based On Grey Comprehensive Evaluation

In order to relieve energy supply and demand, phase down environment pollution, improve the living environment, and accelerate the economic sustainable development in China, the government has promulgated many laws and regulations, also the industry policies to encourage the development of the energy service industry. The market subject of the energy service industry is the energy service corporation (ESCO), using the energy performance contracting mode, so the research on the core competitiveness of the ESCO will be very helpful for promoting the development of the energy service industry and also the emission reduction cause.The purpose of this thesis is that applies for the theories comprehensively, such as the core competitiveness, "Diamond Model", value chain theory and grey theory, by using theory and demonstration, qualitative and quantitative approaches to explore the influence factors of the ESCO, and then establish the core competitiveness index system of the ESCO, in order to evaluate the ESCO’s core competitiveness comprehensively, so as to put forward to enhance the core competitiveness.In the theoretical research aspect, this thesis firstly defines the core competence of the ESCO, through SWOT-Risk analysis of the ESCO, will the "Diamond Model" and the value chain theory, puts forward the model of influencing factors and analysis framework. The research shows that the ESCO’s core competitiveness includes the innovation ability, capital operation ability, personnel training ability, marketing ability and the ability of sustainable development, which constitute an interrelated whole, determining the ESCO’s core competitiveness. Based on the factors, the paper establishs the core competitiveness evaluation index system.In the demonstration aspact, this thesis bases on the index system of the core competitiveness, with the help of experts to determine the index weight, and the index weight of first level ranking from high to low is innovation ability, capital operation ability, personnel training ability, marketing ability and the ability of sustainable development. According to the "Grey" feature of the ESCO’s core competitiveness, the paper studies on two ESCOs by using the grey comprehensive assessment model, the result shows that the core competitiveness of A is higher than B, because of A has stronger innovation ability and market operation ability than B.
