Funding For Poverty Alleviation In Guizhou To Anti-poverty Impact Assessment Studies

Poverty is a global problem. Eliminating poverty is human common tasks. Both developed and developing countries, their ultimate goal is to eliminate poverty. China is a developing country. There is high poverty population, but there is no stable foundation. What’s more, the development of natural condition and social economic also differ in different areas in thousands ways. Because of the special economic, social, geography and other reasons, the economic development of the western region is far behind Midwest. Guizhou province is located in the east of the eastern yunnan-guizhou plateau area, which is one of the most impoverished provinces in the west of China, and rural poverty problem in Guizhou is very outstanding. Poverty relief funds is the main power of the economic development in poor areas, it is the poor blood in Guizhou, supporting the whole operation of the anti-poverty.Since 1986, China has increased poverty relief funds in Guizhou poverty area year by year, and Guizhou province also tried to put much more matching funds into poverty area. Now anti-poverty has achieved significant results. The poor in Guizhou province have the sharp decline. The infrastructure construction in Guizhou poverty area has been further strengthened. Poverty relief efforts in education, culture and public health get increase. And farmers’ living conditions also get the continuous improvement. From 2000 to 2010, the per capita net income of farmers increased from￥1374.16 Yuan to￥3471.93 Yuan, and Guizhou industrialization poverty alleviation also get steady development. At the same time, the poverty relief funds management and use efficiency still exist many deficits, and the poverty relief mission is still quite formidable in Guizhou province. Therefore, how to improve fund-utility efficiency and to innovate anti-poverty means through effective measures, which are worth us pondering and focusing.The paper firstly has comprehensive overview of poverty at home and abroad. And based on the existing research results at home and abroad, the paper analyze and summarize poverty and anti-poverty practice in Guizhou province. Secondly, through the VAR measurement model, the paper analyze Guizhou fund-utility efficiency, combine with the practical situation of the poor area of Guizhou, and adopt financial means, such as Small relief credit portfolio management, Agricultural futures use and so on, in order to improve the efficiency of the poverty relief funds, and to increase the scale of poverty relief fund, trying to put forward feasibility suggestions for Guizhou anti-poverty.
