The problem of poverty is a worldwide society problem. Eliminate poverty is a common task of mankind, but also the great goal Chinese government has been committed to achieve. 20 years, China’s poverty alleviation and development has made remarkable achievements. Since 1986, 30 years, China’s anti poverty campaign has been in "critical", the policy after several adjustments, from the "relief of poverty alleviation" to "development oriented poverty alleviation"; from "regional poverty alleviation" to aim at the poor county, "the whole village to promote to precision poverty", to "targeted poverty alleviation". Every year, from the central to local government has issued a large number of financial poverty alleviation funds, and the investment of poverty alleviation funds is increasing year by year. However, how to make the financial relief funds to maximize the effectiveness of the economic and social development in poor areas, how to make more poor households benefit is an urgent problem to be solved. How to do a good job of scientific and rational management, distribution, use, and better guide the smooth implementation of poverty alleviation and development work is the most important. This article select the M Province, N county, a poorer County,as an example, make use of 2013-2015 N county financial poverty alleviation funds related data, comprehensive use of literature research, field research analysis, analytic hierarchy process and other methods, analysis and research on the management of financial poverty alleviation funds in N county in recent three years. And found the following problems:(1) In the allocation of funds for poverty alleviation, local financial poverty alleviation funds investment is little,financial allocation of funds for poverty alleviation is not reasonable,lack of on-demand allocation mechanism, lack of mechanism according to demand.(2) In the use of funds for poverty alleviation, poor quality of poor groups led to the implementation of projects difficult, poverty alleviation projects lack of scientific demonstration, increased the difficulty to play the benefits.(3) In the supervision of poverty alleviation funds, lack of organic integration of funds, performance evaluation system is not so perfect, managers is not guaranteed. Finally, according to the results of the analysis, the relevant policy recommendations are put forward:(1) In the allocation of funds for poverty alleviation,improve the proportion of local matching funds in the financial poverty alleviation funds,improve the financial allocation of funds for poverty alleviation.(2) In the use of funds for poverty alleviation, innovative use of financial poverty alleviation funds, select poverty alleviation project according to local conditions,improve the scientific standardization of poverty alleviation funds project implementation mechanism.(3) In the supervision of poverty alleviation funds, straighten out the management responsibilities of the sector, establish a performance evaluation mechanism based on the benefit of the poor, improve the performance evaluation index system,strengthen the supervision team construction of poverty alleviation funds.
