Under The Background Of Population Aging Research Urban Pension Gap Problem

The market economic system, the aging of the population structure, the low efficiency of pension fund investment operation and the other factors make the current pension insurance fund gap more and more big. The pension insurance fund gap problem is a direct threat to the characteristics of "social order" which the endowment insurance system itself should have.Analyzing the social endowment insurance system itself to solve the pension insurance fund gap problem is apparently some too one-sided. Based on foreign pension insurance system, this article brings forward measures in compensating pension fund gap; increases the coverage of endowment insurance fund; prolongs retiring age; makes fiscal expenditure prior to social security expenditure; promotes the state-owned assets into the pension insurance fund operation steadily, makes the compensation of transition cost as soon as possible; promotes the standardization process of securities market energetically; promoting the healthy development of securities market; formulates and perfects the law and the detailed rules for the implementation in the relevant diversified investment of pension insurance fund.
