This paper is based on reviewing related literatures, documents, datum and references, and also with the writer’s own working experience. Considering Chinese government’s wind power development plan, which is to implement reducing emission as a commitment in United Nations Climate Change Conference, this paper research and analyze the existing state of wind power development in China and the external circumstance factor of wind power business for Sinohydro Bureau8Co., Ltd. It makes the SO strategy for Sinohydro Bureau8Co., Ltd. in wind power construction area which is mainly on opening and developing. This strategy is based on strategy management theory and through SWOT analysis method. It raised the development positioning and strategy aim for Sinohydro Bureau8Co. Ltd in wind power construction area in consideration of the company’s main development strategy.View from the external circumstance, there are more opportunities than risks to develop wind power for Sinohydro Bureau8Co., Ltd; and view from the internal factor, there are more benefits rather than disadvantages. To make the wind power development strategy aim, Sinohydro Bureau8Co., Ltd. shall insist on the strategy of Big Civil Engineering&Big Market, and Hydropower as the Base, Non-hydropower as the Main Business shall be its developing concept. Sinohydro Bureau8Co., Ltd. shall increase the wind power turnover proportion in the company’s total turnover and also in the company’s non-hydropower business turnover. The main market positioning shall be as follows:Foundation Facilities Sub-bureau and Mechanical&Electrical Fabrication&Erection Division shall be the main branches to execute the wind power construction business. And the main business for wind power shall be manufacturing and supply of towers, construction of wind field facilities, and treatment of wind generator foundation and erection of wind generating units. In order to fully use the manufacturing capability of its two main factories in Xichang and Yueyang, and considering the existing wind power projects carried out by Sinohydro Bureau8Co., Ltd., the main markets shall focus in Hunan province, Hubei province and the land wind power in southeast of China, and also the sea wind power in Shandong, Jiangsu and other littoral provinces. For the sea wind power, considering it is closing with the power consuming center, and its unit capacity, erection unit dimension and weight is bigger, and also along with the sea wind power developing trend in China, the writer specially recommend Sinohydro Bureau8Co., Ltd to get involved into sea wind power construction market and to take advantages in this market in order to form the company’s core competitive power in wind power construction.To realize the long-term and short-term aim of Sinohydro Bureau8Co., Ltd. in wind power construction business, this paper concludes in7parts to introduce the strategy for Sinohydro Bureau8Co., Ltd. in wind power development and construction as follows:Firstly, pay attention to the national wind power development plan and make the company’s wind power construction strategy plan accordingly. Trace the markets in plan rather than trace all the markets. Secondly, adjust the company’s strategy, perfect the organization, and build a new branch to focus on new energy business, put more efforts in developing wind power market and improve the management in wind power construction projects. Thirdly, build and perfect wind power industry system, perfect wind power industry chain, systematically upgrade the technical capability of the company in wind power design, manufacturing, consulting, transportation, erection, maintenance, monitoring and other aspects, change the company’s single and only profit mode which is depending on construction work. Fourthly, using the opportunities of state-owned company recombination, cooperate with each design institute to do the wind power EPC project. Fifthly, strengthen the core competitive power of Sinohydro Bureau8Co., Ltd. in wind power business, using the company’s advantage in hydropower business to translate into strategy advantage in extending and developing to wind power construction business in new circumstance. Get involved in sea wind power construction business, acquire the main techniques of sea wind power in each aspect, and strengthen the hydropower core competitive power in wind power business. Sixthly, build a new self-innovation mode which takes the company as the main body, and combine producing, learning and researching capability. Build long-term manpower training and wanting system. Build wind power research and development center with capable design institute; strengthen international and national cooperation by using the opportunities of foundation of Power Construction Corporation of China. Finally, increase the management and decrease the risk to wind power construction project.
