With the rapid development of social economy and highly gather of population, industry and wealth, it is more and more important to deal with the emergencies scientifically and rationally. Reasonable reserve of relief materials is a key premise of emergency response. It provides the material base to ensure immediate mobilization of resource, to timely resolve hazard as well as guarantee victims’ basic life. It becomes an important emergency-management issue that operational efficiency of the whole emergency systems engineering can be improved by optimizing the location of relief materials warehouse.Based on the existing research results, the paper studies the related theory of emergency about the aspects of definition, classification, grading and characteristics. Also, after the introduction of emergency reserve system and its composition, the paper analyzes the current situation of China’s emergency reserve and brings forward some suggestion for improvement. Then, the paper researches the emergency relief materials warehouse’s classification, location objective, location influencing factor, commonly used location methods and procedure. A location model is established based on mixed integer programming, in which two objective functions separately involve cost and coverage are included. For the model’s solving, simulated annealing algorithm is recommended. Finally, a numerical example is applied to proving the model’s availability.The paper realizes quantitative research on the relief material warehouse’s location, which provides some reference to scientific decision-making of warehouse location and reserve amount for emergency relief materials.
