| In the development of any society, the emergencies are hard to predict, but unavoidable. It's of vital importance for a society to improve the ability to respond to the emergencies. The reserve of emergency relief materials is one of the factors which significantly affect the efficiency of emergency responding, should be paid much attention to. In the condition of limited materials, labors and budget, a sufficient relief supply, a proper reserve structure and a suitable reserve network can significantly improve the efficiency of emergency responding. This paper is engaged in the study of reserve of emergency supplies. On the basis of analysis in China's existing situation of reserve of emergency supplies and current research status, it's believed that there's still large room for improvement in this area. This paper has selected two of the major perspectives of pre-disaster planning, one is reserve structure and the other is reserve location. In order to determine the item to be reserved, a proper method of classification is needed. In the light of the characteristic and demands of emergency relief, and the nature of emergency supplies, taking the difficulty of purchase, the importance in emergency as evaluation dimensions, this paper applies ABC classification combining with fuzzy evaluation method to classify emergency supplies. When the classification is done, the strategy of reserve of different kind of materials can be determined respectively. An example of application of this classification method is presented following the illustration of the method. On the other hand, in order to determine the location of emergency reserves, this paper summarized current site selection methods, and selected AHP combined with multi-objective planning method in accordance with the nature of the issue, that is the decision making is affected by many factors, including both qualitative ones and quantitative. An example of how to do site selection is presented. This paper gives a summary of preceding work and prospect in this area as the end. |
