Research On Receiving Time Management For Retail Urban Distribution Of Beijing Based On The Theory Of Demand Side Management

Beijing is a typical consumption-based metropolis for developed retail business. Urban distribution plays an important role in promoting the development of the capital economic and retail business, and ensuring the normal operation of city. However, in current, the rapid growth of commercial logistics demand, with the accelerated process of integration of town, and the exacerbated traffic congestion problems all put forward higher request on urban distribution. At the same time, retail urban distribution of Beijing, has the phenomena such as difficult vehicle traffic, difficult docked, and the long time waiting of the delivery, due to traffic control, insufficient supply of the traffic and commercial supporting facilities, and nonstandard receiving procedures of retailers, with the increasingly prominent problems which refer to the overall operating efficiency of retail urban distribution of Beijing is low, and the external costs of distribution and discharge is high. Retail urban distribution faces the incompatible contradictions between the large-scale growth of demand and the development of urban construction and traffic management. Demand side management widely used in the field of energy supply management is a kind of resource management techniques that is used to realize the resource supply and demand balance. And if apply the demand side management to retail urban distribution, it will be favorable means to solve the current contradiction. In this context, this paper attempts to take the time demand of receiving which is development bottleneck of retail urban distribution as research foundation. Studying and making retailers receiving time management program that can suit the new situation and accord with the development needs of retail urban distribution has important significance for promoting the overall operating efficiency and sustainable development, and reducing the negative impact of traffic and the environment. In this paper, the following aspects of receiving time management in retail urban distribution of Beijing has been studied and discussed.(1) On the basis of analyzing the outstanding problems that retailer’s receiving time set is not reasonable and time of receiving and inspection is not reasonable consumption in retail urban distribution of Beijing, this paper expounds the connotation of receiving time management in retail urban distribution of Beijing. At the same time, through the economic analysis of distribution demand’s derived properties and receiving wait in line, this paper demonstrates the views that apply the demand side management to receiving time management is feasible, and accordingly designs the basic ideas that the receiving time management of retail urban distribution, which is receiving delay pricing.(2) Around the basic ideas of receiving time management in retail urban distribution, this paper designs receiving delay pricing plan of retail urban distribution of Beijing by analyzing the receiving queuing system of urban distribution, and determines time standard and the rate of receiving delay pricing by using the optimal model of cost in receiving queuing system; at the same time, then uses the actual investigation data from the6distribution lines of some logistics company in Beijing and the receiving situation of42retail stores which are served to calculate the plan, finally, it makes example analysis and evaluation for the receiving delay pricing plan in order to provide the beneficial reference to this plan of retail urban distribution.(3) This thesis discusses the countermeasures of guiding retail enterprises to manage receiving with time window, and encouraging retail enterprises to receive goods at night, and regulating receiving standard of retail terminal. Finally, put forward the guarantee measures of the receiving time management in urban distribution.
