With the fast development of the economy and the society, the state governmentestablishes the important policy of integration of urban and rural areas, to promote thedevelopment of the rural areas. Being an important base and element of theintegration of urban and rural areas, the passenger transport integration of urban andrural areas can serve the need of socialism market economy, and accord with the needof administration reform.The thesis consists four parts. Firstly, the study focus on the theory of thepassenger transport integration of urban and rural areas, and its objective necessityand importance.Passenger transport integration of urban and rural areas is a process where theadministration system, operation and management system develops correspondingly,along with the unimpeded roads across both urban and rural areas, the sufficientfacilities of stations, the efficiently operation of the transporting system, thepassenger transport of the urban and rural areas integrated together with theutilization of their resources to get the best economy benefit and improvement of theservice quality.The passenger transport integration of urban and rural areas joins and upgradesthe existing transport resources of both the urban and rural areas, to build convenient,safe, unimpeded, and low carbon transport system, to facilities the follow ofproduction factors, to mutually enjoy the benefit of economy reform and development.The establishment of the passenger transport integration of urban and rural areas is aninevitable trend and can meet the demand of the development of the socialism marketeconomy and meet the need of the reform of the administration system. The passenger transport integration of urban and rural areas is very important tothe development of rural area passenger transport, the development of rural economyand the construction of the new socialism rural areas. The thesis briefly summarizesthe current situation of the passenger transport integration of urban and rural areas inour country, and the problems such as the decentralized and scatted administrationsystem, the insufficient finance from the governments and the policy difference of thepassenger transport between the urban and rural areas.Then the author analyses the current situation of the passenger transport of bothurban and rural areas in Siping city, regarding respects of organization, concreteoperation and achievements. The passenger transport integration of urban and ruralareas in Siping city took some concrete steps: guiding the carrier to provide vehiclesthat suit the rural areas, guiding the carriers to operate cooperatively, and speeding upthe development of the road system of the rural areas.For the concrete jobs, the study of the passenger transport in the rural areas wascarried out and the propaganda and related plans were set up and been carried out.Through five years effort, it finished the rebuild of the vehicles, the improvement ofboth the urban and rural areas, achieved the fast development of the speed transportsystem and the rural area passenger transport system and facility. From the analysis,the passenger transport integration of urban and rural areas in Siping city achieved alot, but still lags behind other developed cities.In the third part, the author analyses the problems facing the development of thepassenger transport integration of urban and rural areas in Siping city. The first one isthe problem regarding the administration system. The second one is the capitalproblem and the third one is the market problem. The author then suggestsmeasures to solve these problems: the first one is to operate the passenger transport ofurban and rural area by transit system and with the organizations as companies. Thesecond one to develop the speed passenger transport system. The third one is todevelop the tourism transport system.With the development of the urbanization, it brings out high demand for thepassenger transport integration of urban and rural areas. To promote the developmentof Siping city’s passenger transport market both of the urban and rural areas, the author brings forward the carrying out suggestion for the passenger transportintegration of urban and rural areas in Siping city--the three plan-as-a-whole andexecution plans.The three plan-as-a-whole are: the first plan is about the administration system:setting up the unified administration, unified policy and regulations, unifieddevelopment plan, unified operation license, unified service standard. The secondplan is about market operation of the urban and rural passenger transport: clarifyingthe responsibility, cooperate organically, compete orderly and behave standardizedly.The third plan is about the basic facilities: to set up the unified transport systemconsisted of the resources of both the urban and rural areas, with convenient, efficientand comfort facilities.It is a long-term and complicated system work to promote the passengertransport integration of urban and rural areas. Along with the attaching of highimportance to this work, the corresponding execution measures should also be taken:to set up law and regulations to facilitate the development of the passenger transportintegration of urban and rural areas, to set up planing system and examining andevaluating system for this work.
