The International Road Transport Development Planning Of Heilongjiang Province

China and Russia are each other’s largest neighbor, strong economiccomplementarities and trade is large and frequent, large potential for cooperation, andwith the economic development of the two countries in recent years, the volume of tradebetween the two countries is increasing. Heilongjiang is the frontier of China to openingup for Russia, located in northeastern China, located in the center of Northeast Asia,bordering with the Russian Far East and Siberian regions and the border line up to2040km, accounted for74%of the length of the border between China and Russia,with25the first class ports, so the province is an important bridge from Asia and Pacific regionto Russia and Europe by land. And the province has more strength both in industry oragriculture, so has strong economic strength of trade with Russia, but is China’s mainsupply for agricultural exports to Russia. The trade between China and Russia iscompleted mostly through the port directly or indirectly. Ports play an important role inthe bilateral trade. Therefore, it would not only helps to improve the level ofHeilongjiang’s trade and economic, but also plays an important role in exchanges ofeconomic, political and cultural between China and Russia to make a reasonable planfor port construction in Heilongjiang Province.By analyzing the development status about the economy of Heilongjiang Province,transportation, road traffic infrastructure at the road and transport management, basedon the province’s international trade and the basis information of the road crossingstraffic. This paper analyzes and projections the development needs of the road crossingsin future, determines the goals and focus of the road transport port constructiondevelopment, proposes Development Framework planning of port construction forHeilongjiang Province, including: road crossings road transport infrastructure planning,highway port logistics system management planning, road port inspection and paymentsystems management planning, road port management policy planning. Researches theroad management policies, the demand of content and frameworks by startingstrengthen the management functions of the transport sector. In addition,, in order tostrengthen port and automobile transportation management of the road transportpassenger and freight of station in ports in border of Heilongjiang Province, regulateautomobile transportation management of passenger and freight station in roadcrossings and ports in the border, the paper also points out a work developed order forthe province’s road transport Management.
