China is a large agricultural country. Agricultural has been the power to advancethe whole economy since about50years ago that the New China established. UntilFeb2012, for nine years of No.1Circulars of the Party Central Committee concerned"agriculture, countryside and farmers" problems, that makes the concern and supportfor “agriculture, countryside and farmers” problems reach to the highest point ofhistory. In this context, our country’s agriculture development is also going to the fastlane. With Chinese agricultural productivity rising, a large rural surplus labor arisesand non-agricultural transfer speed speeds up, however that caused the ruralleft-behind children problem.Jilin province is a big agricultural province; farmland areas per person are higherthan the national standard. The transfer of rural surplus labor force main show as aspecial mode that farmers do leave the farmland without leaving homeland. On thebasis of large On-the-spot investigation data, the author thinks that in this specialmodal, the characteristics of Jilin province rural left-behind children problem areprominent. Based on the survey data of the typical village, Yongjiu town, of Jilinprovince, this paper analyzes Jilin province rural left-behind children education on theproblems and reasons by using economics management related theory. And then putsforward some corresponding measures to solve Jilin province rural left-behindchildren problems, hoping the research have practical significance to the solution ofthe Jilin province rural left-behind children problem, even the whole country. Full textis divided into six chapters.First Chapter: Introduction. On the basis of collection and collation of a largenumber of existing literatures, this chapter elaborates the Study Background, PresentSituation, the Methods and Routes of the paper and Innovations.Second Chapter: Rationale. Using management, education related theory,through the elaboration of productivity theory, system theory, children’s psychological development and education theory related theory, this chapter provides the theoreticalfoundation for below.Third Chapter: Description. Based on the survey data, this chapter describes thepresent situation, personality characteristics, present education situation of Jilinprovince rural left-behind children, as well as makes a brief analysis of the causes ofthe problems.Fourth Chapter: Problems&Causes. This chapter elaborates the Jilin provincerural left-behind children’s problems in the family education, school education andsocial education, and then analyzes the cause of the existing problems. That includes:Family education lack, out of line between school and social education with familyeducation, Social whole environment degradation and policy backward. On theanalysis of the causes, this chapter innovatively proposes a dialectical relationshipbetween rural labor force transformation and rural left-behind children.Fifth Chapter: Solution. From the point of views of government, society, school,family and so on, this chapter proposes the concrete plan and measures to solve therural left-behind children education problem, which includes strengthening policysupport and financial investment, perfecting related service, realizing social function,concerning school education and building proper family circumstance.Sixth chapter: Conclusions.
