With the rapid development of the information industry, the computer andnetwork communication technology updates constantly, this change make thecompetition situation between different enterprises more seriously, at the sametime, the competition pattern also changing unconsciously. The human resourceswhich enterprise possessed and the rational utilization of them has became a keyfactor to help enterprise have a good development, make it the first resource ofenterprise competition. Therefore, with the effectivly combination of moderncomputer technology and advanced human resource management theory, Usingthe advanced information technology to change the old and traditional way andform a new work process—e-HR. then, applied it to the daily work of enterprisehuman resource management, It will become a important way to improve themanagement level of a enterprise. However, the human resource managementinformationization existing a lot of risks, such as in financial, professionals, andmanagement method. At present, The study of human resource managementinformationization construction in our country is poor and it is lack of practicalexperience, which make the human resource management informationizationimplementation in enterprise faces great risks and a low rate of success.Therefore, how to recognize the many risk factors existed in human resourcemanagement informationization, to assess the probability of risk factorsaccurately and the influence it may be occurred, and take which kind of riskcontrol measure to research has an important practical guiding significance forthe various types of organizations when to implement the morden humanresource management successfuly. This paper is based on the Control Theory,Management Information Theory and Risk Control Theory as the theoreticalfoundation, at the same time, give a comprehensive consideration of the main detail and basic rule of human resource management. Then, put forward aneffective identification and assessment method include a effectively controlstrategy to deal with different factors it faced.This paper is based on the fully research of the all kinds of documents, suchas human resource management, human resource managementinformationization, human resource management risk, human resourcesmanagement informationization risk, risk identification method in traditionalrisk management, construction of risk evaluation and so on. combined withqualitative research and quantitative research together, using work structuredecomposition method, experts investigation method, fishbone diagram methodand so on. Divide the construction of human resource managementinformationization into the planning stage, the implementation stage and thefeedback stage, divide the different stage of the risk event into three leverls: mainrisk factors, secondary risk factors, risk driving factors. Then, discussed deeplythat the question and all kinds of risk factors when the construction ofinformationization technology may encountered at different stage. At the sametime, use the AHP Analytic Hierarchy Process on the various stages to identifythe main risk factors, secondary risk factors and risk-driven factors to build riskassessment system and risk evaluation matrix, clearly show the potential risks inthe building of human resources management informationization. Futherly,combined with examples in practice in the article, then use vague comprehensiveevaluation method while the human resources management informationizationplanning stage, the implementation stage’s risk identification, and evaluation tomake an empirical analysis. Finally, this paper is based on the risk control theory,according to the many kinds of risk factors we have identified in the planningstage, implementation stage and feedback stage, then put forward various oftargated strategies to avoid risk effectively, such as, risk avoidance, risk transfer,risk ease and risk retention.
