With the development of social economy and the improvement of people’s living standard, the average life expectancy increases, and the aging society becomes more and more serious. Meanwhile, urbanization of the rural area accelerates and labor force flow frequently, the traditional family old-age security system gradually loses the support ability. In this context, the state council made a decision that "new rural society endowment insurance pilots (hereinafter referred to as new rural insurance) would be developed since2009". Just because the "new rural insurance" is carried out on a pilot basis, the rural endowment insurance has entered a new stage. Moreover, studying the sustainable development of the policy at the beginning of the "new rural insurance" plots, we should look ahead in the long term, and find out all hidden trouble existing in the policy implementation and nip in the bud, it not only be helpful for promoting policy long executive, but also be more advantageous to establish and perfect the rural social security system.In this study, the first two batches pilot counties of GuangXi Province, GongCheng County, Pingle County are selected as the main survey region. Through interviewing the relevant government workers and part farmers of the two pilots, we learn about the basic situation of "new rural insurance " policy implementation, and use four specific steps as describe objects in policy implementation:Survey and publicity, charge and pay cost, information follow-up and feedback, compensatory politics. Based on this, we find out the existence holes in the execution, and analyzes the potential public trust crisis it may bring. After this, considering the historical factors, social structure factors, interests factors and the unfair game process, we use the relevant theoretical to analyse the essential reason of the trust crisis, and discusses what extent of influence the crisis of confidence brought by these reason will impact on sustainable development of the "new farming maintain" policy. Combined with the practical situation of investigation, we illustrate that "new rural insurance" policy will walk into unsustainable development dilemma in this external trust crisis environment. At last, using the successful experiences of other countries, building trust perspective of "new farming maintain" sustainable development problem was reflected, and the main conclusion was made and some concrete strategies were puts forward. This paper is divided into six chapters, the first chapter for introduction, the second chapter for study design, the third chapter for basic situation and potential trust crisis, the fourth chapter for the impact analysis of trust crisis on "new rural insurance "sustainable development, the fifth chapter for the domestic and foreign experience reference and enlightenment, the sixth chapter for the main conclusions and suggestions.The research reflects that on the way to reach index of all coverage of "new rural insurance" policy, the basic level governments take some targeted enforcement measures. Although these measures ensure the accomplishment of the task quantity, but they brought recessive risk of public trust. In the absence of public trust, and public and the government will take the conservative and negative behaviors, which will eventually lead the "new rural insurance" policy into deficit risk and unsustainable development dilemma.Innovation of this study:First, starting from the implementation measures of the "new farmer’s insurance policy, the new farmer’s insurance policy of sustainable development issues were discussed in the public trust perspective; Second, the unequal position between government and the masses were concerned and of the psychology of farmers and the action taken were analyzed.
