The right to housing is a basic human right, should be protected by law, and has become theconsensus of the world. In order to enable more people to be able to live in one house, since the last century,countries of the world according to its own characteristics, formulate the corresponding housing securitypolicies. The implementations of the housing system reform in the1980s, China, continuously improve anddevelop the country’s affordable housing system. The housing system of low-rent housing, affordablehousing and other benefits be vigorously promote to solve the housing difficulties of the part oflow-income families. But such as college students who have new jobs, part of migrant workers in the city’s,still facing housing troubles. With the sandwich class‘s housing issues become more prominent, on thebasis of summing up all kinds of affordable housing experience, in June2010, Housing and UrbanDepartment and other seven ministries jointly issued the "Guiding Opinions on Accelerating thedevelopment of public rental housing", proposed to vigorously develop public rental housing. It is aninnovative affordable housing form first proposed by the Chongqing Municipal Government, to helpimprove the housing supply system, to cultivate the rental housing market, adjustment of the real estateindustry structure, and guide the rational consumption of residential housing. In order to meet the city"sandwich class" housing needs. Public rental housing effectively curbed the problem of affordable housing"rent seeking" in the implementation process, and provides new ideas for the affordable housing policyformulation.However, public rental housing bring the gospel for the majority of low-and middle-incomegroups, at the same time, in our country, it is still nascent affordable housing types. Although a lot ofsuccessful experience in international and China’s Hong Kong can be learn, but the national conditions andlocal conditions are different, so cannot be fully applied. Because of the introduction of public rentalhousing is short, public rental housing in various places are different in coverage, access standards, and exitmechanisms, etc. Lack of experience can be learning. So the public rental housing in Zhengzhou still existmany problems as defined in the scope of protection, policy development, with rental management, exitmechanisms, needs develop and improve it constantly. The article summarizes the housing security atdomestic and international, especially the present situation of public rental housing, states the theoretical foundation of public rental housing, trying to explore some problems of the public rental housing. On thebasis of analysis of the current situation of public rental housing system in Zhengzhou City, find out itsexists many problems like: failed to meet the housing needs of the "sandwich class", lack of long-termplanning on the policy supply, laws and regulations is lagging, the exit mechanism is not perfect, regulatoryis so difficult and so on. Deep analysis the reasons for local government input funds and the allocation oflimited land area, between the central government and local government, local government and developerinterests of the game aspects. At the same time, providing recommendations on the public rental housingsystem from two perspectives, one is the common problems of public rental housing from various cities ofChina, the other one is endemic issues in Zhengzhou. In order to promote the development of public rentalhousing system efficiently in Zhengzhou, improve the affordable housing system to solve the housingproblems of low income groups well.
