"Home to Live" is one of the important subjects to improve people's livelihood in our country, and is an important part to learn and practice the scientific concept of development.Chinese government attaches great importance to the housing problems, by establishing credibility, standardization, and transparency in the real estate market and a wide range of housing security system, improve the housing supply policy, optimize the housing supply structure in solving our housing problems of urban residents. It has made some achievements in expanding the per-capita housing area.Housing reform in China has made tremendous achievement, but it faces a new problem:some urban families do not meet low-rent housing conditions and could not afford to buy economically housing and Limit Room at the same time. And more and more urban families can not enjoy the affordable housing and are unable to purchase commercial housing. These special groups are in the sandwich class of the housing system. Because the number is gradually rising and the housing situation is worrying, it can not be ignored. Especially, "sandwich class" housing problem has become more urgent in big cities. But the "sandwich class" housing research is not enough, and the professional literature of the group's housing problems is not abundant. Most of them come from newspapers, so the academic is weak.In this context, the paper will use three research methods to explore the solutions on "sandwich class" group housing problems, included the normative research, quantitative analysis and empirical research. The author hopes that the solutions contribute to the theoretical research of the "sandwich class" group housing problems, and provide some pertinent suggestions to the practice of the relevant government departments.This paper holds that "sandwich class" groups should divided into two levels: "inside the sandwich" and "outside the sandwich". The "inside the sandwich" refers to the urban families who do not meet low-rent housing conditions and could not afford to buy economically housing and Limit Room at the same time. The "outside the sandwich" mainly refers to the urban families can not enjoy the affordable housing and are unable to purchase commercial housing. Currently, the group housing situation is much worse, mainly as follows:lower living standards, higher proportion of housing expenditure and commuting costs three aspects. And the main reasons contain the four points:the historical factors of the housing reform, the defects of the existing housing security system, the housing rental prices and commercial housing prices higher. By referring to foreign experience and assessment of existing solutions, a system of solution method is mentioned:improve housing law and planning, optimize the housing supply structure, adjust the demand policy, and improve housing coordination mechanism. The system of "sandwich layer" housing solutions is the more prominent in this paper, as follows:First, improve housing security law and planning. Existing housing security law should advance gradually housing security, ensure the supportability of housing land supply proportion and inspector the implementation of the Government's responsibility. Existing housing planning should be improved from plan period, housing security goals and housing supply structure and supporting systems.Second, improve the housing security supply of policies. Light of the actual situation, a supply system for "sandwich class" group is made up housing public rental housing, limit room and second-hand housing market. Public rental housing should be perfected from three directions--the standard planning and design, multi-faceted public rental housing availability, public rental housing development financing sources and follow-up. Limit Room should be paid attention to the premise:a clear Limit Room criterion and the land access, the main developer, pricing mechanism and financing sources and so on. Second-hand housing market needs more specifications in the market of leasing and buying.Third, improve the housing demand system. This paper takes monetary policy and tax policy to different "sandwich class" groups.Fourth, improve the housing finance system from the financial policies of the Bank and Provident Fund Center.Fifth, establish and improve entry and exit mechanisms of "sandwich class" group, including the scientific division of family income levels, the break of residence restriction, the establishment of credit mechanisms and individual income reporting system and the dynamic management.Sixth, improve the system of the affordable housing management services, including the coordinating agency, implementation and management of institutions, intermediaries. These parts are interrelated and mutually independent to guarantee the effective operation of the housing security.Seventh, the implementation of the government limited responsibility, including three aspects:the reasonable supply of land, the implementation of the supply and demand policy, the fairness of entry and exit mechanisms of the housing security system.Finally, guide the "sandwich class" group to set up a reasonable concept of housing consumption, including three aspects:foster the concept of homes gradient consumption, understand correctly the affordable housing policies and understand properly of the meaning of home living.In the course of the study and finalization of the paper, the author finds that there are still many deficiencies and short comings that need to be further discussed. First, the "sandwich class" group housing consumption is not quantified, including the proportion of housing consumption, housing consumption area and so on. Second, the affordable housing scale (public rental housing, limit housing construction and so on) is not quantified, and the factors affected the scale is not analyzed. Third, there is not rent design in public rental housing and pricing system in the Limit Room.At present, the solutions of the "sandwich class" group housing problems are still in exploration. For example, Shenzhen is preparing the release of housing vouchers, Limit Room in Guangzhou is constructed by the government and the public rental housing policy is introduced in the country. I believe, the "sandwich class" groups housing problems will be resolved in the near future, and the "sandwich class" groups will achieve "Home to live" aspirations in the whole wide range of community participation and government attach great importance.
