Coal is the most important primary energy in our country;it has a huge effect on national economic development. With the rapid economic growth, the demand for coal resource has increased, the effect on the coal enterprise to social development and people’s life has continuously enhanced, the traditional model of development is not only caused serious resource and environmental problems, but also difficult to meet the needs of economic development, making the enterprises hard to survive, how the coal companies to develop become an important strategic task. In recent years, with the deepening of economic globalization and the enhancement of people-oriented social values,the requirements of the international community on the enterprise from economic development to social responsibility, coal enterprises as an important member of national economic activity, has for duty-bound both for social and environmental issues,the voices ask for its social responsibility are the growing. Fulfill their social responsibilities, and seek for the sustainable development is the only way for the development of coal enterprises, only in this way can promote the healthy development of the entire socio-economic and get the rights and opportunities of their own survival and development in the future. However, there are many companies think that social responsibility will affect their economic benefits not take the initiative to fulfill their social responsibilities to shoulder social responsibility. Coal enterprises in our country are still not fully carry out the work of social responsibility, the empirical research of coal enterprise society responsibility has just started, to find the social responsibility and the development of the enterprise harmonious way must not only highlight enterprise as the essential attribute of the basic social economic organizations, but also take into account the prominent role of social development. And the performance evaluation is indispensable tools and instruments of corporate strategic management; is the corporate self-monitoring and self-improvement of the process. The level of business performance is a key factor for enterprises to improve their core competitiveness based on the market to grow and develop. Point of view of corporate social responsibility put forward new demands to performance evaluation system of coal enterprises, and gives it new content and new method. Assume on the basis of social responsibility performance evaluation system of coal enterprises will undoubtedly have important theoretical significance and practical value.This article in accordance with the combination of quantitative and qualitative analysis, normative analysis and empirical analysis of a combination of principles, based on in-depth research and analysis in the status quo of domestic and foreign enterprises performance evaluation and corporate social responsibility, combined with the characteristics of coal industry subdivide coal corporate Social Responsibility into five aspects include economic responsibility, environmental responsibility, responsibility for security, innovation responsibility; From the system perspective, theoretical analysis, performance evaluation framework of the coal enterprises to build a coal enterprise performance evaluation system based on CSR. In this paper, the grey relation analysis is applied to the enterprise performance evaluation, In this paper, the gray relational analysis the use of corporate performance evaluation work, gray relational analysis to build coal enterprises performance evaluation model, the use of coefficient of variation method assign each level indicators of weight, to evaluate the coal enterprise performance, and an example carry out analysis, the corresponding measures of the coal companies based on CSR’s performance based on evaluation results.The innovation of this paper:First of all, coal corporate social responsibility into the performance evaluation system, to overcome the existing system of coal enterprises, the main quantitative indicators, ignoring qualitative indicators of defects. More appropriate based on CSR’s scientific performance appraisal system, allowing companies to consider issues related to its strategic objectives, to take to achieve the goal of the coal enterprises to move towards sustainable development. Second, Based on gray system theory, the coal business performance evaluation model using the coefficient of variation method to determine the weight coefficient of each index by the gray relational grade for the calculation of the ideal sample to evaluate the performance management of the participating mines, making the performance of coal enterprises the evaluation is easier, science, facilitate the user to obtain an objective evaluation.
