With the increasing percentage of Technical Small and Medium-sized Business (TSMB), Chinese government and all other types of authorities have focused more on the development of them. However, the development has been dramatically influenced and impeded by the global finance crisis. Consequently, the government has implemented several rules to further support TSMBs and also leading institutes from each aspect of the society has been recruited. Among them, Library and Information Institutions played a dominant role in helping TSMBs on the information level and TSMBs also became the important customers for Library and Information Institutions. Accordingly, Library and Information Institutions are intending to enhance the service quality to the TSMBs. Due to the late beginning of this service in China, there has been many problems occurred. As a result, a question has rose up for Library and Information Institutions:How can them provide sufficient support to TSMBs and maintain their healthy development on the information level?This essay firstly represents a literature review of information service for the national and international businesses. This part includes the extensive contents regarding to the main service modes, especially the ones from Library and Information Institutions. Also, the typical examples and problems occurring in this service are analyzed and discussed.Secondly, the information requirements of TSMBs are studied. The development history and characteristics of them are deeply analyzed. Also, the importance of TSMBs to the local economy is discussed from the aspect of their influence to the domestic economy development. From understanding of the information requirements of TSMBs, the necessities of this research are pointed out. The situation and characteristics of information requirements are analyzed and the problems of TSMBs’information obtaining are discussed from subjective and objective sides. In addition, the service status of Library and Information Institutions to TSMBs, the theory drawbacks, and the shortage of practice, resource and people are presented in details.Finally, Binhai area, which has hundreds of promising and innovative TSMBs, is selected as a typical area and the base of this research. TEDA library is chosen to be the example to illustrate the information service to the TSMBs. The present situation and existing problems are discussed on the basement of information requirements from TSMBs. Also, according to the problems and the development needs of the area, a service mode of TEDA library to TSMBs is established.
