Public rental housing, which is a new type of housing security model in China, was promoted by government from2009, as the main force to build housing construction in2011. However, the phenomenon of under-capacity operation in affordable housing project appeared in a number of provinces and cities in the first half of2011. There is a certain gap between the actual and expected case for many reasons, in which the fund shortage is the most obvious one.On one hand, the government, as the main body of the construction, is difficult to endure the heavy financial pressures. On the other hand, market players are disinclined to take part in Public rental housing construction because they can not make a satisfactory profit, which put the construction of public rental into a dilemma. In order to avoid the formality of public rental housing policy, this paper will do the research on feasibility of NPO serve on the executor in Public rental housing construction on the basis of analyzing the advantages and disadvantages of government and market players in virtue of NPO SWOT analysis, so as to build up the actual NPO operation pattern and to realize sustainable development of Public rental housing construction.On the basis of the exist results, this paper describes NPO operation pattern of Public rental housing construction from six aspects:First, there is a brief introduction of public rental housing policy, and this part will comb the current and main Public rental housing policy in first-tier city, second-tier city and third-tier city. It is to review the problems arising from the Public rental housing building process considering the actual situation of affordable housing construction.Second, for this part there is a research on feasibility study for the non-profit organization involved in the construction of public rental housing. It is to get the feasibility for NPO involving in public rental housing construction by SWOT analysis through the advantages and disadvantages of government and market participating in the public rental housing.Third, combining with the internal special situation; it is to clarify several conceptions about NPO which involved in the construction of public rental housing, such as the nature、function、operation pattern ect., ant to straighten out the relations between NPO、government and market player.Fourth, it is to build up an actual operation pattern of NPO participating in the construction of public rental housing.This part consists of four sections:raising money, construction, property leasing and management.Fifth, the paper supposes that NPO can take enterprise management and market-oriented mode. In order to balance the equity and efficiency well,chapter Ⅵ introduces the APC assessment methods of non-profit public rental operating agency.Finally, it is to introduce an innovative case about the non-profit organization involved in public rental housing construction, and make a briefly assessment based on the APC method.
