In recent years, with the continuous upgrade of the domestic real estate regulation,large-scale construction of low-income housing which is neglected for decades to be put onthe agenda. According to the relevant departments of planning, The12th five-year periodChina will total36million sets of affordable housing construction, at present, our country hasestablished to affordable housing, low rent housing, public rental housing, resettlementhousing transformation to meet the housing needs of people at different levels of low-incomehousing system, wherein, public rental housing as a solution to the city "the sandwich layer"the housing needs of the crowd, which led to rent characteristics, flexible mechanism, wideaudience and so on, has increasingly become a focus of all levels of government to buildlow-income housing.But the local government as the main body of public rental housing construction,influenced by the traditional view of achievement in one’s post, land financial collapse effecthas not, in the face of construction, financing, operation difficulty is hitherto unknown. Insuch a case, if break the current public housing problem, the comprehensive constructionvigorously promote public rental, research institutions, colleges and universities isduty-bound responsibility.Based on the current domestic and international security situation of housingconstruction, focusing on the analysis of the main problems facing the advantages anddisadvantages of public housing as well as the current situation, then introduces theapplication in the field of infrastructure construction of BOT model. Based on the analysis ofconnotation, the advantages of BOT mode and the favorable conditions for application topublic rental housing construction, the feasibility evaluation. In the risk evaluation, AHP wasquantified to sort the risk factors, and then can be sold by calculating the change rate of returnanalysis on affecting the concession period, to explore a method to determine the applicationexample in considering the influence of VFM, cooperation mode, the cost of capital and otherfactors of the concession period, lay a solid foundation for out of a government-led, marketoperation, participation, sharing of benefits, risk sharing of public rental housing constructionroad.
