The Rise and Fall of the financial sector development related to our country’s economic lifeline, as well as people’s living standards, even the country’s stability. Since1978China’s Reform and Opening policy, with the significant increasen of China’s finance,the contry’s economy has achieved considerable development in quite a long period, in which the development and progress of the banking sector has played a essencial role. Due to the special national characteristics of China, Chinese state-owned banks play a more obvious and outstanding role in the whole national financial system than those deceloped countriesIn the ebb and flow of the wave of financial turmoil, the state-owned commercial banks’three decades of development is enough to make the banking industry itself precipitate some of the core management concepts and strategic thinking. By a long period of research, we finally found a development opportunity that is the nurturing of talents, besides, almost all commercial banks are very clear that the importance of talent in the entire competition in the market.Thus,the development of talent has become a primary concern, talent cultivation has become the key agenda items,and human resources management has become the most fashionable management terms.With the continuous deepening of the comprehensive reform of China’s financial markets,the state-owned commercial banks are facing increasingly fierce and the competitive situation. In order to enhance the corporate image, as well as strengthen its central position in the market competition. It’s deeply necessary to establish a sound mechanism for human resources, to enhance the state-owned commercial banks’level of human resource management. In this paper, combined with the author’s working experience, by utilizing the author’s insight on the state-owned commercial banks, and based on the collection and collation of the literature, this study is fully prepared to study China’s state-owned commercial banks’human resource training system both in practice and in theory. Combined with the theoretical research results of the interface, the paper mainly discusses the implementation of E-Learning training system in China’s state-owned commercial banks. This paper makes a more systematic review of the current status of China’s state-owned commercial banks,based on this,it gives diagnosis of a relatively well-established human resources training system:E-Learning methods. And it uses computer technology to build the system modle, to make it play a more usable role in guiding of practice.
