The essential activities of railway transportation dispatch are described simply in this paper. The position and function of TDMS (Transportation Dispatching Management System) in whole railway transportation organizing are expounded. And the TDMS development course is also stated. Some problems that emerged in process of using TDMS are analyzed. Furthermore, the integrating schema for inner data of TDMS is provided. As a dominating part of this paper, the design thoughts and realization methods of locomotive dispatch plan system are discussed in detail.Dispatching plan is composed of train plan, locomotive plan, freight plan, daily-shift plan, ect. Locomotive plan is a tool to check the rationality and to guarantee the implement of freight plan and train plan, and a hinge in all locomotive departments. Considering several aspects such as locomotive routing style, crewing management and locomotive repair, the locomotive usage mode is discussed. And the main works of locomotive dispatcher are researched concretely, especially for the locomotive daily-shift plan. In addition, locomotive utilization indices are also discussed.It is well known that composing the locomotive working plan is a complicated decision process, it subjects to many constraints such as running section, train plan and locomotive properties, etc. To resolve this problem, a model of locomotive plan is set up, and the algorithm for calculating the locomotive routing is also presented. The environment of software and hardware and the graphics technic in this system are introduced briefly. In the end of this paper, the deficiencies of the system in function realization, information share and compositive utilization are analyzed, the models and the algorithms for optimizing locomotive utilization are discussed.The java pseudocode is employed to describe the models and algorithms in this paper. The models and algorithms are proved to be feasible and effective. This system will facilitate the locomotive dispatch routine.
