The Study Of Entrpreneurial Soft Environment Assessment In Chengdu High-technology District

As the new technological revolution and the outbreak of the oil crisis in1960s, many countries were aware of the importance of developing high-tech. Since Stanford has built the first science park, the countries are committed to copy this mode. In China, high-tech districts have become the forefront of the economic and technological development. As one of the first national high-tech districts, Chengdu has developed as the western technological highland. However, our country’s high-tech districts are mostly lack of innovation and the core technologies, which is not the right way to attract talents and high-tech enterprises. Therefore, it is important to improve the entrepreneurial soft environment and to achieve the second entrepreneurship.This thesis is to study the financial services environment, government management and cultural environment in Chengdu high-tech district. Firstly, this paper should define many concepts such as high-tech district, entrepreneurship and the entrepreneurial soft environment which are related with this paper. And then to explain the theory of knowledge-based economy, GEM frame and the model about urban entrepreneurial environment. According to those theories and the current situations of Chengdu high-tech district, this thesis choose31index to design the questionnaire and divided the entrepreneurial soft environment into three parts—knowledge base, financial support and the public administration. Above all, we can draw the conclusion that the entrepreneurial soft environment that is important to Chengdu high-tech district. As the guide, the government should support the works about the financial services, the industrial design, the intellectual property protection and the cultivation of the Entrepreneurship.
