The Research Of The Environment Of Innovation And Starting An Undertaking In Chengdu High-technology Zone

Ministry of Science and Technology has pointed out many times in directing the commence of a new undertaking of high-tech zone, "We have to optimize the environment for creativity and entrepreneurship, strive to promote the commercialization of scientific achievements, achieving sustainable and rapid development of the regional economy." The environment for creativity and entrepreneurship is indispensable to the construction and development of the high-tech zone. A sound environment for creativity and entrepreneurship is favorable to the economic growth of high-tech zones, the formation of enterprise agglomerations and the improvement of technological innovation ability. In the past twenty years, with rapid development, high-tech zones of our country have obtained splendid achievements, which contributes substantially to the development of national economy, optimization and adjustment of the industrial structure, job creation and growth of new revenue sources. However, compared with the highly developed high-tech zones in other countries, the environment for creativity and entrepreneurship of our high-tech zones is dwarfed either in infrastructure or policies and laws and financial environment. How to optimize the environment for creativity and entrepreneurship has been on the top of our present agenda.This paper is based on the studies of Chengdu high-tech zone. Firstly, it introduces the concepts of high-tech zone, innovation and initiation and reviews correlation theories of the environment for creativity and entrepreneurship. Furthermore, it takes advantage of these theories to construct the inscapes of the environment for creativity and entrepreneurship of high-tech zone, which lays the theoretical basis of this essay. Then this paper presents the development status of Chengdu high-tech zone. It investigates the environment for creativity and entrepreneurship of Chengdu high-tech zone from the following seven aspects, namely, natural environment, infrastructure, policies and laws, financial environment, service environment, talent environment and sociocultural environment, etc. This paper also points out the insufficiencies of Chengdu high-tech zone by comparing it with highly developed high-tech zones of the country. At last, this article takes the case of Silicon Valley and Zhongguancun, sums up the successful experience of high-tech zone at home and abroad on the construction of the environment for creativity and entrepreneurship and puts forward suggestions for optimizing the environment for creativity and entrepreneurship of Chengdu high-tech zone. I hope that the suggestion can be used as a reference to the development of Chengdu high-tech zone and of some reference value to other high-tech zones.
