Energy is the basic industry for the economy, and it can push the development of economy, social and culture. With the financial crisis continued to deepen and spread, the economy structure and the energy structure constant change, which present new challenges for the enterprise. So the research topic of this thesis is the strategic positioning and development planning in the new situation. This thesis tries to use the tools and methods of strategy management to find out the outer and inner factors which have a good impact of the enterprise, then set up a strategic selection model and solve the research problem.The whole thesis consists six parts:Firstly, it describes the background of this thesis and propose the research topic; secondly, it reviews the classical theories of strategic management, like the competitive strategy and the core competence theory. Thirdly, it has deep research on the environment. By using the PEST model, it gives a complete description of the macro-environment. And by applying the Porter’s Five Force Model, it analyze the competitors, the suppliers and the customers, who have great influence of the enterprise. Fourthly is about the strategic positioning and development planning. By applying the SWOT Model to extract and purify the outer and inner environment, it determines the strategic positioning and purpose the specific and measurable target in the next5years. The fifth part of this thesis is the industry planning, it does some research on the relationship between the industries the enterprise have, and determines the priority. Then it describes the strategic ideas, targets and important work. Next is the specific measures to guarantee the industry planning in the market development, organization structure, technology innovation, quality management, invest management, talent management, risk management, social responsibility and culture.This thesis use the scientific theory and tools to exam the enterprise strategy. According to the environment,. it purposes the middle and long term development planning, and put forward the measurable targets, the important work and development ideas, which will help in the fierce market competition.
