With the continual acceleration of China’s urbanization and industrialization, especially, the high speed construction of China’s highway, railway, urbanization in recent years, large areas of land to be expropriated and a large number of landless peasants appeared. As China’s rural areas has been lacking of the social security for a long time, and the farmers lost the original security function the after losing land, faced the dilemma of unemployment, lost ground, lost security. Landless peasants has led to a series of social problems, which affected social stability restricted China’s industrialization and urbanization. And the phenomenon of landless peasants would be more long-term presence in China, so solving the social security of landless peasants, especially the landless peasants of old-age security, has become a responsibility not shirked of government and society.This paper sums up the study of domestic and foreign security for landless peasants and makes a comprehension firstly through reading a lot of literature, but also as a research basis for the establishment and improvement of old-age security of landless peasants in China has laid a theoretical basis for further study. Secondly, the paper elaborates the theory of government which should bear the responsibility liability, provides a theoretical basis to analysis old-age security of government in the construction of landless peasants. Thirdly, analysis the specific responsibilities government should bear in the pension insurance of landless peasants in-depth. Then, the author analysis the problems of the current stage of landless peasants in the old-age security problems in-depth involved in the project the author took part in personally, and analysis the reasons for this result detailed. On this basis, combined with the author’s actual experience, the paper proposes measures and suggestions to landless peasants under the old-age security from the perspective of government responsibility. According to the principle of wide coverage, multi-level, classification and unity and flexibility, establishes old-age security of landless peasants and proposes two-stage path on the construction of old-age security Proposes specific measures of landless peasants of old-age security, asking the Government to change the ruling ideas and enhance the transparency of administrative acts Strengthen Legislation to pension security of landless peasants, clear the land property rights, improve the land acquisition compensation policies, and increase government old-age security of landless peasants expenditure, solve the problem of re-employment of landless peasants effectively and encourage and guide the commercial insurance to participate old-age security of landless peasants construction and so on.
