Research On Government Responsibility In The Process Of Reemployment Of Landless Peasants In Fengxi New City West Ham

In our country, under the background of accelerating the process of urbanization, various regions of the cities expand urban areas. Many rural collective land has been expropriated, thus landless peasants have become a special social group who received attention. The government's land expropriation behavior directly leads to the loss of the original land, and the basic life of the peasants is hard to be guaranteed. Under the background of building a well-off society in an all-round way, the government has the obligation to provide more fair and reasonable public services. Therefore, this paper hopes to study the problem of the reemployment of the landless peasants and further analyze the basic responsibility that the government should undertake and perform.An empirical study of using the method of questionnaires to landless farmers in Fengxi new city of Xi Xian new area has been organized. After collecting and processing, the study found some problems. Firstly, landless farmer groups in Fengxi new city face low re-employment rate, low-quality re-employment, limited form of re-employment service, poor effect of re-employment training, and re-employment and entrepreneurship concept has not formed and many other issues. This is mainly because the lower labor skills of landless peasants, lack of government employment promotion system, lack of the idea of responsible government. Secondly, the analysis of the local government's assumed responsibility shows that government service concept has not yet formed, the government's public service functions needs to be strengthened and the inadequate construction system have led to the obvious absence of government's responsibility in many areas, such as the land requisition and resettlement systems, reemployment and training system. Finally, based on the conclusion of the above research, this paper proposes four policy recommendations of building re-employment public service system of landless peasants, strengthening the supervision mechanism of reemployment services, improving the long-term landless peasants' reemployment training system, and encouraging landless farmers to start their own business.
