Study On Government Responsibility For Social Security Of Landless Peasants

The land is farmer’s tradition means of subsistence production in our country, whatis famers’ basic living guarantee and rely on. But with the development of our nationaleconomy and city level unceasing enhancement, especially by a large number of ruralland requisition of land in urban and rural areas, land lost farmers lack the basic lifedepend on, at the same time due to the lack of employment skills and very easy tounemployment in the city labor market, a wandering between city and countryside"marginal groups". As the vulnerable groups continue to grow, has become an importantfactor to influence the stability of China’s social and economic development, it is urgentto set up a set of landless peasants to solve the long-term livelihood of the social securitysystem, the system basis of perfect peasant’s survival and development, this is ourbounden duty of governments at all levels.Because of the social security of landless peasants is covered is broad, therefore thispaper mainly from the government point of view and to study the landless peasants socialsecurity system. Articles of government responsibility as the starting point, through largeamounts of data and field investigation data, summarizes the status of the currentproblem of land-lost farmers and government in the land-lost farmers’ social securityresponsibility. Land-lost farmers’ social security at the same time, the lack of governmentresponsibility and the reasons were analyzed, and pointed out the current our countrygovernment in the land-lost farmers’ social security responsibility loss is rooted in thegovernment long-term insufficient emphasis on the development of rural areas, landfinancial triggered by the economic crisis has restricted the responsibility of thegovernment performance and public officials for performance appraisal lack of correct understanding. Based on the theory and practice of the above analysis, this paper putsforward the government responsibility in the land-lost farmers’ social security problem ofroute choice need to establish and improve the legal system, establishing the marketmechanism of land expropriation, a sound system of social security of land-lost farmers,and efforts to develop economy four aspects to perfect.
