Inner Mongolia’s area is very vast, but its terrain is long and narrow. Since theancient times, the economic basis and development level in the east, central and westof Inner Mongolia are very different, especially since the reform and opening up, thedifference among the east、the central and the west is increasingly clear due to thedifferent economic policy and resource conditions. This paper tries to research theregional developing situation of the Inner Mongolia in the last30years and explorethe reason of the difference. At the same time, raise some proposals for narrowing thegap.This paper contrasts developing situation of the east、the central and the westregion from five aspects, that is the GDP, growth rate, Industrial structure, efficiencyand quality, and reveals the present situation of the non-equilibrium development–“The central uplift, two wings lag”, that is the central regions develop rather fast,and the eastern and western regions develop relatively slowly. The overall gap amongthe regions has the tendency of expansion from2000. The Industrial structure andquality of the east and west are second to central region obviously.The reason which caused the unbalanced development in the regions is extensive.This paper mainly discusses from some aspects. The reason on the natural conditions,which contains the original difference of natural resources and the difference ofpopulation distribution; the economic reason contains the difference of input elementsand urbanization level; the reason on system, culture and history. The difference dueto the natural conditions can narrow through the hard work, such as speeding up theprocess of market and establishing a mature market system, which make some factorsflow freely, and changes the situation of the uneven distribution about the innateresources. Through the exchange, fusion, penetration of the culture, we can improvehuman capital, strengthen the flow of talent and promote the coordinated developmentof each regions. Narrowing the gap needs the joint efforts of the government and the people. First,we should understand the present situation clearly, and adjust measures to localconditions. According to the situation of resource exhaustion on the central regionsfaced, we should develop the resources industry vigorously, and the eastern andwestern regions transform traditional industries and develop new industries andmodern agriculture. Second, establish and perfect the market mechanism and promotethe flow of factors in the central, eastern and western regions. Third, speed up theregional urbanization process, walk this road of characteristic urbanization on thecentral regions drives the eastern and western regions which is suitable for InnerMongolia. At last, increase the support of the government, pay great attention to thewest and east and provide policy support. Only in this way, and through the jointefforts of the people of Inner Mongolia, we can gradually change the present situationof unbalanced development and accelerate the further development of InnerMongolia.
