The Research On Operation Mode Of Technology Business Incubator In Anhui Province

Technology Business Incubator (TBI) is defined as one kind of social service organization. After more than20years’ development, its organization form has been changing and presenting the tendency of marketization, commercialization, specialization and Networking and there also exist some relevant research papers about the operating mode of TBI. No matter in form of public institution or in form of company, the government always plays an important role in TBI. The government, as the main investor in TBI of public institution form, its affect is evident. As for TBI of company form, a good institution and social environment should be constructed by the government, because the good institution environment is the foundation of marketization. Therefore, only no vacancy and offside in government’s role can ensure the healthy development of TBI. In view of the predecessors not making much quantitative evaluation of the operating efficiency of TBI of Anhui Province and insufficient study of the operation of TBI, therefore, it is very necessary to extend deep study on the operating mode of TBI of Anhui Province through the viewpoint of the role of government and strengthen the development of TBI of Anhui Province.Firstly, the development status of domestic TBI is analyzed and the essentials of operating mode of TBI are defined in this paper. Based on what mentioned above, the existing operating mode of TBI can be divided into three typical type, such as government dominant public institution type, government dominant company type and private capital dominant company type.Secondly, the operating mode of TBI of Anhui Province is analyzed profoundly. After introducing the development status of TBI of Anhui Province, the performance of TBI of Anhui Province is assessed by applying the DEA method.Then further comparison with the operating mode of national TBI in Hubei and Shanghai is done. Additionally, the DEA method for quantitative assessment of the operating performance is applied to find out the difference and point worthy learning from.Thirdly, the causes of low operating efficiency of TBI of Anhui Province are analyzed. Then the function of the government participant mode is anatomized based on the objective cause analysis. And through the research of construction and operation of TBI of Wuhan and Shanghai and the investigation of local TBI, a comparative analysis of the participance mode and intensity of the Anhui government is made. Additionally, the deep causes that constrain the further development of TBI of Anhui Province have been concluded out.Finally, combined with in-depth analysis of the operating mode of TBI of Anhui Province in chapter three and the causes of low operating efficiency of TBI of Anhui Province in chapter four, suggestions on how to strengthen the construction of TBI of Anhui Province are proposed detailedly.
