| The S&T Business Incubator has particular function and potential in transformation of science technology, enhancing enterprise technology innovation ability and fostering regional economic growth point as a kind of start-up innovation tool. The S&T Business Incubators have been developed for 20 years in Anhui, whose quality and quantity underwent a huge development with the help of local governments while lead to great economic benefits and social benefits. But there emerge an urgent problem waiting to be solved in the prosperous development, namely, the performance evaluation of incubator. A lot of research has been taken in the area of evaluation of The S&T Business Incubator performance by early researchers, but mostly from qualitative angle, which is not perfect enough in researching the operation of the performance of incubator. Therefore, in order to promote high-tech industry and its impetus to regional economy, the realization of "middle rises" in which Anhui took the lead, it is necessary to fully study the performance evaluation of Anhui incubator.This paper firstly evaluated the performance of 22 S&T Business Incubators in Anhui from the angle of performance and by extracting the input and output index, utilizing the data envelopment analysis and integrating with the date from China Torch Statistical Yearbook according to the present status of Anhui S&T Development of Business Incubators, and the evaluated results are analyzed from a comprehensive and multi-angle view. Then investigated Anhui province and its neighbor provinces around the project " Research on Incubator's creative development& the development of medium-size technology-based entrepreneurs", and with a transversal comparison of state-level Business Incubators in Anhui and those in its neighbor provinces, the reasons of the low performance operation in Anhui are comprehensively analyzed.Finally, according to these reasons, the proposals of specific measures are put forward for reference. |
