In recent years, Zhoushan Port has developed rapidly by its unique location, resourcesadvantages and superior natural condition. Zhoushan Port has became one number of thehundred million tons of port ranks of the domestic coastal from an unknown small fishingport. The State Council approved the establishment of the New District of ZhoushanIslands on June30,2011.That is a major historical opportunity for Zhoushan Port.However, there are still many problems in the development process of Zhoushan Port,such as the useless of shoreline, serious waste of resources, the disorderly competitionbetween piers,etc. This mainly because of the lack of good collaborative operation. Thepiers chase their own interests and ignore the co-operation with other piers.Because thereare various disadvantages of the old pier management model, it can not adapt to thedevelopment of the port. It is necessary to adopt the cooperative running. It is an importantway to solve the existing problems, and also a necessary way to improve the portscompetitiveness and strength.This paper describes the basic survey of Zhoushan Port and analyzes the existingproblems about the old management. We can learn the need for collaborative operationsmanagement. Zhoushan Port pier group collaborative operational management exist manyobstacles: the basis establishment obstacles; terminal operators obstacles and regulatoryobstacles.The existing problems and obstacles of Zhoushan Port is my paper’s start.
