The Study Of The New-increased Land Index Allocation In Baise City Based On SAM And Individual Transferable Quotas System

With the implementation west regions development, North Bay economiccooperation and China-ASEAN free trade area construction, Located in the combiningsite of China-ASEAN free trade area, Baise has location advantage, the opening patternhas a lot of changes, now Baise is in the opening of frontier with large changes ineconomic, social and other aspects. All these changes bring new inquirements for futuredevelopment and land using management of Baise City. With the establishing of socialistmarket economy, the existing planning theory and mode cannot adapt to the needs ofmarket economy development in Baise City.Taking Baise municipal wide as the study scale, taking2010statistical yearbooksand Yearbook of land as a data source ans taking the importance and influence ofnew-increased construction land in the national economy and scientific allocation ofnew-increased construction land as the starting point, the thesis create new-increasedconstruction land-social accounting matrix, and bring the accounts of “abandoned mineland treatment”,“abandoned mine restoration”,“new-increased construction land use”and “new-increased construction land output” into traditional social accounting matrices,and add the discription of resources and environment problem. In the GAMS software,we use direct cross-entropy method to balance the SAM table, focusing on the matchingof new-increased construction land index allocation and the supply capacity, analyse thenew-increased construction land index and the influence on all sectors of the nationaleconomy from a macroscopic point of view. At the same time, the thesis introduces“individual transferable quota” mechanism from marine fishery, that is, in the conditionof ensuring the total new-increased construction land index, circulate the County quota to improve the general economic efficiency, which will urge the local government toeconomize the construction land, and stimulate local government to control theimplementation of new-increased construction land use. This endues new-increasedconstruction land index control long-turn characteristic and flexibility. The thesis strivesto provided some successful experience for the reasonable allocation of new-increasedconstruction land index.
