Research On County’s Recycling Economy Development Evaluation In The Guilin Of Guangxi

As a kind of environmental protection concepts and a new economicdevelopment mode which meets the scientific concept of development, the recyclingeconomy is an important choice to realize the sustainable development of regionaleconomic, social and ecological environment. The county recycling economy is tofusion up the resources recycling, the clean production, the ecological planning andthe health consumption which is advocated within the scope of the county and torealize the win-win results both in economic development and ecological environmentprotection in county.Firstly, start from the connotation and characteristics, running subject and controlmechanism of recycling economy. Secondly, construct five sub systems, which areeconomic development, resources using, resources recycling, environmental safetyand social development and the county recycling economy development evaluationindex system which contains25single indexes. Take the12counties (AutonomousCounty) of Guilin City, Guangxi Zhuang Autonomous Region as the subject,comprehensively use the analytic hierarchy process, the weighted function method,hierarchical cluster analysis and other methods, to analyze the recycling economydevelopment quality and the differences from2008to2010. The results show, thereare differences in the overall level of recycling economy development and theoperation quality of each sub system of each county of Guilin City. Generallyspeaking, the recycling economy development quality is not high. There is still a longway to go in the recycling economy development of Guilin City.The main limiting factors in the recycling economy development of Guilin Cityare: the lack in the recycling economic principle consciousness, the lack of thecorresponding system and mechanism, the slower development of the environmentalprotection comparing to the economic development, the smaller scale of enterprises,the backwardness of technological equipment, the weakness in economic strength andthe difficulty in funding. The following measures should be taken to improve thecounty recycling economy development of Guilin City:(1) According to the development regularity of recycling economy and the development characteristics andconditions of each county, emphasize on the development of recycling agriculture,recycling industrial, green building, ecological tourism service and other industriesand fields;(2) in the policy and research, the government should take the green GDPaccounting into the examinational system, make the regulation and policy to improvethe recycling economy development, speed up the economic structure adjustment,change the mode of economic growth, regulate the investment promotion and seek theregional technical cooperation;(3) The industrial enterprises should actively carry outclean production, make the recycling economy concept throughout the wholeprocesses of product design, production, sales and recycling, actively develop theindustrial enterprise technology innovation and technology research, build the unifiedmanagement committee of the park and strengthen the exchanges and cooperation ofthe industrial park;(4) The urban and rural public needs to develop the healthy andcivilization concepts of consumption and life and to set up the recycling urban andrural society concepts.
