With the development of administrative modernization and political democratization in depth,"government efficiency" becomes increasingly active in the theory and practice. As a comprehensive evaluation index, government efficiency refers to the comprehensive reflection of the administrative authorities’application capability of administrative capacity and the administrative benefits during the process of perform our duties in accordance with the law with a certain goal as the guidance. Efficiency construction has been the constant objective of the government since it appeared. Efficiency construction is the essential issue of modern government management as well as the inevitable demand of establishing build clean, diligent, pragmatic and efficient government agencies, improving local economic development environment and promoting the economic development. Many ancient and modern scholars, politicians and public administration researchers study government efficiency construction from different perspectives. The Western market-oriented new public management theory and practice offers some experience and reference to the performance-oriented government of China. Its paradigm, concepts, techniques, and methods are naturally involved and emerge in our government institutions. Based on the deep analysis of the current management situation of the industrial and commercial administrative organs and enterprises in Yunnan registration, this thesis thoroughly studied the concrete measures, operating mechanism and social effects of implementing efficiency-government of industrial and commercial administrative organs and enterprises in Yunnan Province and then explored the measures to improve the effectiveness of industrial and commercial administrative organs and enterprises in Yunnan Province.This thesis consists of seven chapters. Chapter One has provided the background, significance, status, methods and content to the study. Chapter Two focuses on reviewing literature on the basic theory of business registration system, including the concepts of business registration system, the theory of government regulation and the theory of new public management. Chapter Three begins with the origins of the theory of efficiency-government and analyzes the connotations and practical value of the efficiency-government. Chapter four describes the measures and current status of building efficiency-government of the industrial and commercial administrative organs and enterprises in Yunnan Province registered the management. Chapter Five and Chapter Six analyze the problems and the reasons of the industrial and commercial administrative organs and enterprises in Yunnan Province registered the management and put up with some corresponding measures on the industrial and commercial administrative organs and enterprises in Yunnan Province registered the management in the perspective of efficiency-government.
