Studying On The Reform And Development Of National Quality Inspection Institution

At present, in addition to playing the traditional function of providing technical support for government quality control, China’s quality inspection agency also provides the society with quality inspection service for all kinds of products. It is a typical technical institution with strong a characteristic of public goods. With rapid development of China’s economy, on the one hand, while the constantly enriched products have brought more business for quality inspection agencies, the emerging product quality events have proposed a higher demand for China’s product quality agencies; on the other hand, foreign inspection groups have entered China competing for quality inspection business making competition become increasingly fierce in the limited market space. Besides, the development of China’s quality inspection agencies faces many problems making it difficult to adapt to the quality inspection requirements of China’s economic and social development.Therefore, it is of strong practical significance to study how to solve the difficulties and challenges faced by the quality inspection agencies by reform and ultimately forma a public quality inspection technology platform with market competitiveness as well as to provide better service for the economic construction and social development. The new public management viewpoint thinks that the providers and producers of public service can be separated. Therefore, on the basis of the analysis of the public functions of the quality inspection agencies, the government departments can exit in some areas and leave the market to allocate the inspection resources; in other areas, the government departments should strengthen management and regulate the institutions entering the market and providing quality inspection services for businesses and individuals. Exploring and developing diversification market competition mechanism and mode in compliance with market development laws and interacting organically with the market is an important way to solve the problem of quality inspection agencies under the new situations. Taking G Quality Inspection Agency in Yunnan province, this paper analyzed the problems and difficulties faced by China’s quality inspection agencies and presented suggestions for the systematic reform of the development of quality inspection agencies. First, change the relationship between the quality control department and quality inspection agencies form subjection to supervision. Then, it classified and reformed the quality inspection agencies according to the criterion of "social public needs", returning social public institutions to public welfare institution and strengthening the nature and capacity of the institutions. Also, it conducted Chinese characteristic market reform to market-oriented and private organizations and proposed specific marketization policies and measures. Finally, it raised marketization, collectivizing and diversification suggestions for the reform and development of Yunnan G Quality Inspection Agency as well as analyzed achieved effects providing some inspirations for the reform and development of the national quality inspection agencies.
