Analysis On Research On The Reform Of Inspection Institutions Directly Under The Suqian Quality And Technical Supervision Bureau

At present,as typical technology institutions,product quality inspection institutions not only provide technical support for the government's quality supervision,but also provide all kinds of product quality inspection services for the society.With the development of economy,the internal and external situation of product quality inspection institutionsis becoming increasingly severe and complex.In order to better meet the needs of national economic and social development,the reform of national inspection and testing institutions is in full swing.This paper takes the reform of inspection institutions directly under the Suqian Quality and Technical Supervision Bureau as the starting point,and refers to the effectiveness and good practices of reforms in the inspection institutions of quality supervision system in developed regions.Based on the actual situation of Suqian,it puts forward the direction of the reform that is suited to the economic development,to provide a reference for the reform of other inspection departments in Suqian City.Adopting the method of combining theory and practice,and by collecting relevant documents about the existing inspection institutions at home and abroad especially about reforms of quality supervision system inspection institutions,this paper defines some basic concept and content involved,uses New Public Management Theory,Cooperative Governance Theory and Human Resource Management Theory to clarify the border of government in the product inspection services,reform path and specific measures.The main contents include;one is to analyze that the construction of inspection institutions directly under the Suqian Quality and Technical Supervision Bureau,including personnel and equipment of carrier,balance and detection ability,to point out the existing problems and reasons.And then combs out the defects of the institutions to provide a prerequisite for institutional reform.The other is to analyze Suqian's laboratory resources,the development of the local industry and the environment for the reform of the institutions,so as to explore the feasibility and necessity of carrying out the reform and lay the foundation of it.The last one is to try to design the reform scheme.By setting up the general principles,and analyzing three typical patterns of the current reform of inspection institutions of the national quality supervision system,the best direction for the reform of inspection institutions directly under the Suqian Quality and Technical Supervision Bureau is to establish public inspection and testing service platform after the separation and reorganization of enterprises and enterprises.To place the reform measures and put forward some suggestions on the construction of the platform.
