China have joined into WTO and become a number of it. According to the promises, the quality inspection market will be opened while the foreign incorporated inspection organizations will come into China competing with the domestic ones. If we can't adjust in time to the international legislations, the quality inspection organizations of China will be challenged seriously. Nowadays these are quasi-administrative and their reform is be oriented to market.By the research into the corporation administration and introducing the central conception of market competition mechanisms, the quality inspection organizations should be conducted in accordance with the mechanisms. So for one thing they can effectively regulate the health, safety and quality concerning to production, consumption and transaction, etc to maintain the social impartial and stability. For another they can be truly opened to the market to be competitive finally in the future.In chapter 2, it analyzes the present situations of the domestic quality inspection organizations. Firstly it interprets the relevant conception of quality inspection organizations and introduces the characteristics of them. Then it analyzes the difficulties meeting wth by them.In chapter 3, it analyzes and compares the quality inspection organizations home and abroad. The obvious characteristic of the foreign ones is to developed in the complete market economy system while the home ones is not so. The domestic ones are confronted many problems in the conduction and its mechanism.In chapter 4, it makes some research into the reform of quality inspection organizations. These are to adjust to the market economy and the quality inspection organizations' existence and development. The reform orientations are market administration, group conduction and international development.In chapter 5, it designs the reform system. The whole thoughts are to incorporate vertically, horizitionly and destrictialy. By the former incorporation the inspection resources and abilities will be utilized more effectively. The paper puts forward three types of reform projects: the limited incorporations, the shareholder incorporations as the main systems, the state-owned monopoly incorporations.
