Since the20th century, the competition of the international manufacturing industry is fierce and the international environmental protection is growing. No doubt, it brought an enormous challenge to the rapid development of China’s manufacturing industry which is relying on traditional model and forced our manufacturing enterprises to accelerate the transition. The path from the traditional low-end manufacturing industry to the high value-added innovation-oriented enterprises has been inevitable. It has becoming the choice of many manufacturing enterprises to divest non-core business and achieve the service outsourcing.In this thesis, the service outsourcing of manufacturing enterprises and the service providers selected as the object of the research, it analyzes the driving factors and obstacles of implementing the service outsourcing in detail. The study shows that the service innovation ability of the logistics service provider is the key factors to impact the implementing of the logistics service outsourcing.On the basis, it builds the service innovation ability evaluation index of logistics service provider. Using rough set theory and through the investigating analysis, it verified the relationship of logistics service provider’s service innovation ability and manufacturing enterprises service outsourcing by the case analysis of Siemens Wiring Accessories (Shandong) Ltd., it verifies the driving effect of provider’service innovation to the service outsourcing of the manufacturing enterprises. The major findings include:(1) After clearing technology R&D and after-sale service are the two magic instruments to gain the competitive advantage, it points out the necessity and the urgency of achieving the transition and upgrading of our manufacturing enterprises, and builds the driving force model of the manufacturing enterprises to implement the service outsourcing through the two dimensions-external and internal driving forces, then analyzes the demand factors of the service outsourcing of the manufacturing enterprises systematically.(2) It analyzes the motivation for manufacturing enterprises to implement the logistics service outsourcing. It points out that logistics service provider neglects to improve the service quality and lacks of service innovation have become the main factors to hinder the logistics service outsourcing.(3) By organizing the related literatures of the logistics service innovation and the logistics service provider selected, and from the investment of service innovation resources, the service innovation management capability, service R&D capability, innovation service implementation capability, innovation service marketing capability, learning and growth capability and risk management capability of innovation seven areas, it builds the evaluation model of the logistics service innovation capability, and uses the rough set theory to simply the service innovation evaluation index of the logistics enterprises that has established.(4) And combining with the demonstration of Siemens Wiring Accessories (Shandong) Ltd., and using the simplified evaluation index system to analyze the potential service providers’service innovation ability. It verifies the integrity and effectiveness of the evaluation index system of the service providers’innovation capability that this thesis has established.
