Study On The Operation Mode Of Power Company’s Owner Project Department

The paper discusses the owners project department model,a new management model usded by the grid construction center of power supply company,and studies on the operation mode of project department in power company.Through the study of new management methods,continuously improves the project manangement level of power company and the means of power construction management,to reach the target of efficientcy and achievment by management.The paper uses Jiading power supply company’s110kV Hushan substation which uses the owners project department model in its construction process as an example,detailing the improtant role which the owners project department plays in the construction of110kV Hushan substation by a large number of investigate dates,following the tracks of spots,analysises and summaries. In the construction of110kV Hushan substation,we effectively established the owners project department in the project application stage by issuing an administrational document the owners project department the owners project department,formed a management team which uses project manager responsibility system by actively integrating resources and did extensive management and in-depth analysises in five management systems including project,safty,quality,cost and technology by using the owners project department model as a management method.Based on the construction unit’s mission statement combined with the construction of the owners project department,we implemented the responsibility clearly,studied the owners project department’s organization instistution,stuffing,requirement of employment,deeply analyzed and discussed the management position’responsibility and its relationship with the construction unit’s.After completion and operation of110kV Hushan substation,we guaranteed the effectiveness and scientific nature of the new management mode applicated in power company by mesauring and analyzing the management method of the owners project department based on the evaluation mechanism.
