On Function Development And Operation Mode Of The EPZs In Western China

In order to optimize the inventory, control the increment, standardize the management and improve the level of processing trade, China has established some Export Processing Zones, which are the special districts under the supervision of Customs. The Export Processing Zones in China, relying on their swift customs clearance, preferential policies and perfect infrastructures, have already become the lead districts of the new high-tech industry cluster, key districts of earning foreign exchange through exports and model districts of standardizing processing trade; have also played an important role in driving peripheral economic development and expanding employment etc.. However, the development of the Export Processing Zones in China is extremely uneven. The Export Processing Zones in West China develop slowly due to the region disadvantage and weak foundation of processing trade etc.. With the strategy of developing West China further promoting and processing trade transferring step by step, the Export Processing Zones in West China are facing great opportunities and challenges.The gradient transfer of processing trade is the objective requirement of optimizing the regional pattern of processing trade. The functionality and policy design of the Export Processing Zones were based on the advantageous location and the solid foundation of processing trade in East China, which restricted the Export Processing Zones in West China to undertake the gradient transfer of processing trade. The aims of the paper are supplying the theoretical support for the function development and operation mode reform and putting forward the countermeasures and suggestions on how to make the Xi'an Export Processing Zone develop rapidly and smoothly in the future. The author uses some methods of research such as qualitative analysis, quantitative analysis, positive analysis and comparative analysis in order to make the thesis more logical and the structure of it more reasonable.At the first, the thesis analyses the theoretical foundation of the establishment of the Export Processing Zones and the operation mode of the Export Processing Zones. Then, it expounds the development status of processing trade and the change of regional pattern. After that, it analyses the factors which restrict the gradient transfer of processing trade and the advantages which are beneficial for undertaking the gradient transfer of processing trade for the Export Processing Zones in West China. Taking the Xi'an Export Processing Zone for example, the thesis researches the development status of it and the problems which Xi'an Export Processing Zone meets in operation. The opinion of the thesis is that the single function and deficiency in operation mode including inefficient management system, inflexible operation mechanism, indistinct policy advantage are the restrictions that stop processing trade from developing fast in the Xi'an Export Processing Zone. At last, the thesis puts forward the countermeasures and suggestions on how to make the Xi'an Export Processing Zone develop rapidly and smoothly from the facets that include adding boned logistics, design, test, after-sell service, standardizing the management system, perfecting the operation mechanism and redefining the policy implication etc..
