With the advent of the information age and the development trend of global economic integration, power enterprises have get rid of some government functions gradually, and entered into market economy completely. Besides bearing social responsibility, the enterprises also target the operating performance and market share. The promotion of enterprise operation performance depends on high-level employee team to a large extent, in addition to national policies, foreign and domestic economic environment. In order to retain talents, and give full play to their work enthusiasm and creativity, the enterprise must equip with supporting salary incentive mechanism, which is relying on effective performance management.As intensive industry, electric power enterprises need to adopt a more flexible and efficient form of organization to gain advantages. With the construction of system which deepening intensive management in human resources, financial resources, and material resources, at the same time advocating large-scale movements in programming, construction, operation, maintenance and reparation, and marketing in State Grid Corporation of China, the organizational structure becomes flat, and the grid business become more specialized. Owing to achievement of large-scale maintenance and reparation system establishment, it becomes more feasible to manage by project for substation maintenance and reparation project. The current mode, which is not conducive to the achievement of project objectives, can’t realize whole process performance management for projects any more. Under the condition, this paper puts forward the cascade performance management mode based on project management targets. In this mode, substation maintenance engineering is regarded as a project. A substation maintenance project is divided into four ranks:Power supply company, project group, project teams under the group, squads under project teams. From the perspective of project management objectives, this paper discusses the performance management mode between relative higher rank and lower rank. Integrating the methodology theory with practice, taking a substation maintenance project for instance, this paper discusses the mode in detail. Base on project life cycle, this paper discusses phased target evaluation, overall target evaluation, and project value target evaluation from the view of pre-construction stage and the project construction period. According to different categories of project teams, the performance management of planning and design team, civil construction team, engineering project team, and managing project team was discussed in this paper. During the study, we pay much attention to the combination of behavior evaluation and outcome evaluation, assessment of project results starting from four dimensions:quality, schedule, safety and cost. In this paper, the principles of performance management were defined, the indexes of performance evaluation were designed, and the key performance indexes for each team were selected. The new performance management processes and guarantee mechanism were also discussed. This research proposes a new thinking way for substation maintenance works under the new system of performance management.
