Currently, the highway has become the lifeblood of the local regional economic development, many local governments have a strong desire for construction of highways. However, highway construction requires a lot of money, many local governments can not afford the finance. A market-oriented operation is needed to adopt to achieve highway construction. Therefore, the investment of highway management will increase, which means the opportunities for business with "BOT + EPC" mode highway investment project will increase. For the purposes of highway projects, "BOT + EPC" mode is a new attempt, whether it is successful or it is worth to apply in the highway project, we need to prove objective performance evaluation method for this attempt,Based on the basis of relevant literature and learn from at home and abroad, the paper analyzes the characteristics of highway projects under the "BOT + EPC" mode, and then to the traditional mode of performance evaluation highway project objectives maladaptive analyzed. Under "BOT + EPC" mode highway project has a special structure, creating a new industry chain and profits even in the target implementation process more conducive to the achievement of quality targets, these features make the highway project goal performance in legacy mode Evaluation on the evaluation and evaluation methods have shown a non-adaptive.In order to solve the traditional mode target performance evaluation index system in a non-adaptive problems. Firstly this paper builds the basic indicators group through the phase of project. Then building the specific criteria Group by the characteristics of the highway under "BOT + EPC" mode, a group of basic indicators and specific indicators groups constitute the index group under the "BOT + EPC" mode. Finally introduced into the dimension frame highway project objectives Performance Evaluation System under the "BOT + EPC" mode, and then Construction of the goal Highway Project Performance Evaluation System under "BOT + EPC" mode; in order to solve the non-adaptive of traditional target evaluation methods, we constructed the fuzzy comprehensive evaluation method based Whiten. We can make gray clustering method for expert evaluation by using whitening weight function, thus eliminating the strangeness of the new model to bring expert evaluation criteria scoring inconsistencies.Finally, this paper takes a BOT + EPC mode in the construction of a highway project as an example, the BOT + EPC mode of highway project target performance evaluation index system and evaluation method for specific applications and examples are given to verify the feasibility and practicability of the research results.
