| Shanghai agriculture has entered an accelerated developing period of urban agriculture. The development of plantation is obviously experiencing many changes:from quantity guarantee to the quality enhancment of agricultural products; from food production to food, fruits and vegetables and other agricultural products; from the material output to services output; from single function to the multifunctionality. But Shanghai agriculture also face a lot of challenges, such as land resources in dramatically reducing, big pressure of agricultural ecological environment, significant decline of agriculture economic status, low enthusiasm of plantationers agricultural production, lack of agricultural labor, fluctuations in the prices of vegetables and so on. In order to address these challenges, strategic adjustments on plantation structure is particularly important and urgent.Therefore, this paper put the research perspective to the shanghai plantation. First, conduct comprehensive retrospect of the development path and evolution history of plantation. Second, carry empirical analysis using data to grasp present characteristics of structure and the dynamic mechanism of the structural adjustment of Shanghai plantation. Then build target system for the strategic structural adjustment of plantation, which can provide a theoretical basis and practical reference for related policies and measures.Study from the following parts:(1) Studying start. Explaining the background and theoretical significance of this research, review the research status on this field, and determine the basic research ideas, methods and possible innovation.(2) Theoretical basis. Specifying related conception and theories of the adjustment of agricultural structure to explore and lay a solid theoretical basis for this article. (3) Empirical analysis. Researching evolution and development the plantation structure from two dimensions:productive structure and layout structure, get a deep understanding of its characteristics and analysis the direction of plantation adjustment.(4) Dynamic mechanism research. Based on statistical analysis of data from the changes in policy, market and production conditions, build structure evolution dynamic mechanism, by the macro-control mechanism, conditions induced mechanism and market demand mechanism.(5) Quantitative evaluation. Evaluate Shanghai plantation structure from three aspects, as production efficiency, regional comparative advantage and the overall development with quantitative model, to explore characteristics and problems of Shanghai plantation structure.(6) Target System. Based on the dynamic mechanism, the development trend and the problems, paper propose the function enhancing strategy for plantation development, and build the target system, to achieve the strategic restructuring measures and countermeasures.The main conclusions are:(1) Study found that Shanghai plantation is showing stage evolution since1949. The plantation is still the leading industry of Shanghai’s agriculture, where food crops are still the main plant.Suburbanization trend of the spatial layout is obvious. Whether it is the grain, vegetable, or rape, melon, reflected production gravity gradually moved from the near suburbs, to the far suburbs.(2) The article says that the three major driving mechanism of the Shanghai plantation structural adjustment are macro-control mechanism which including policy-oriented, institutional change and the relationship between urban and rural areas, technology-based induction mechanism which including the conditions of land and labor,market demand mechanism which including consumer demand, exports change.(3) The article further suggest that the function enhancing strategy should be core strategy for plantation, the three main objectives of the development of plantation, is stable to provide the quality and safety of agricultural products, give full play to the multifunctionality of agriculture as well as the emphasis on agriculture sustainable development. |
