At present,there comes a new age of the domestic economic and social development in China,The principal contradiction facing Chinese society has evolved.What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.And the contradiction is most obvious in the countryside.Agricultural environment has been paid much attention mainly due to its area source pollution issues.Our government began establishing grain-production base ? vegetable-production base and characteristic agricultural production base to promote the structural reform of supply side on urban agriculture development.But there is no precedent for such the policy.The local governments have no clear cognition of “three zones” of Agriculture.Therefore,this paper takes village leads in Shanghai as research object,and combines practice experience,study the definition?objective and desired effect of “three zones” of Agriculture with economic analysis.This paper hopes to provide reference for urban agriculture development.One hand,after analyzing the problem of urban agriculture development,this paper made a definition of “three zones” of Agriculture and put forward the necessity for the establish of “three zones” of Agriculture.On the other hand,this paper made an empirical research on the effect of “three zones” of Agriculture.The paper mainly explores the following aspects,and concludes:In the first place,the policy of “three zones” of Agriculture gains greater flexibility by lowering requirements for quantity of basic farmland.In addition,the policy also strictly defines the cultivated land type and cultivation mode,which not only meets the national food security development strategy requirements,but also meets the multivariety and high-quality needs of vegetable in urban areas.Secondly,in the process of implementing the policy,cultivated lands in production base should possess the following characteristics: better condition of water and land resources,the terrain is concentrated,ancillary facilities for production are complete.ancillary facilities for production are complete is a key,the terrain is concentrated is a point,better condition of water and land resources is a must.Thirdly,at present,the delimitation effect of “three zones of Agriculture in Shanghai” is better.From the perspective of total amount,it shows that the area of vegetable-production base has been further expanded,the area of grain-production base has been slightly reduced,and the supply structure of agricultural products has been further optimized,which compared with the current area of agricultural grain and vegetable planting in Min hang District.From the point of view of distribution,the agricultural production functional area has a high degree of concentrated contiguity,and the quantity difference between the pieces is small.The quantity difference between the pieces in vegetable-production base varied greatly,and the degree of concentrated contiguity is not high in some protection areas.In terms of the quality of cultivated land,it was relatively better for the conditions of water and soil resources of cultivated land,the degree of concentrated contiguity and the conditions of supporting facilities of production inside the area.In the final analysis,application of the policy will stimulate urban agriculture development.Along with the increase of ancillary facilities for production,the food supply and safety will be better,the agricultural landscape will improve,the number of commercial farmer will increase.Along with concentration of terrain,agricultural gains will increase.Better condition of water and land resources has a negative effect on grain production in the short term,but it has a positive effect on grain production in the long term.
