A Research Into The Industrial Clusters Development Based On Modular Organization

Since the1990s, with the development of information technology and economic globalization, China came into the information era from industrial economy age. The modular idea and methods which are become very popular in the world get into the process of national economy production gradually and adjust the structure of labor division essentially for the integration of industrial value chain to break the boundaries of geographical and spatial limits on a global scale. Due to the lack of competitive power in technology and knowledge of industry in the world, the only advantage to participate in the global modular division is labor factor; therefore, in the early stage of development, China is inevitable in the lower end of the global value chain links, and goes by the name of the "world factory". After30years of reform and opening up, our industry is facing the transition from labor-intensive to capital and technology-intensive, as the main form of industry development and industrial restructuring in our country, the integrated structure forming from the traditional background of planned economic system has failed to adapt the modular division. And at present, part of the industry in our country has demonstrated the trend of modular development, such as the electronic information industry, the automotive industry. Based on the background, the paper is to carry out a research on the industrial cluster development issue based on modular organization in order to seek more competitive organization form and provide a theoretical basis for the global industry value chain embedded high additional value.This article, firstly, teases apart the related theory and indicates that modular organization and clarifies the forming path of modular organization the value chain modularity organization modularity, and to propose the new direction of the industrial clusters development. Secondly, it compares and analyzes the modular industrial cluster and traditional industrial cluster, and puts forward that modular organization can not only overcome the inner shortage of traditional industry clusters, but also can bring distinguishing competitive advantages. Thirdly, it proposes three evolution organization mode, that is, the centralized type, the core enterprise coordination type and network organization type based on the analysis of the current situation of the modularization of industrial clusters, and industrial clusters in China has not yet implemented the modularity of organizational level that does not meet the modular industry clusters, while still being in the early stage of development of industrial clusters of modular. What’s more, the paper takes the automobile industry cluster which has a characteristic feature of modularization for example and analyzes the current development situation, characteristics and existing problems, then puts forward some suggestions. At last, the article gives feasible measures for industrial cluster development from the aspect of government, industry and enterprise.Based on the theoretical analysis in the paper, automobile industry cluster is selected as the object of study due to its relatively obvious trend of modular development, and attempted to explore the development status, characteristics, the problems and the reason to raise relative policy recommendations of promoting the modular development of China’s automobile industry cluster. Finally, the study puts forward feasible measures to promote industrial cluster of China participate in the global development by modular organization way, Government should provide appropriate support policies and create favorable inter environment around the core technology; the industry should accelerate undertaking of the international industrial transfer, improving cluster efficiency; and enterprises should clear their position in the modular industry cluster, and make changes in business philosophy.
